Registered Sex Offender Apprehended On Campus Of Johnson City Elementary School

Johnson City Police have arrested a man who they say violated his obligations as a registered sex offender when he was spotted at an elementary school on Monday. 40 year old Robert M. Atwell, Jr, of Missouri is charged with violations of the sex offender registry. Police say they were called to Southside Elementary School. Once there, they found Atwell with a woman who was attempting to register her child for school. Atwell is being held in Washington County where he will be arraigned.
