Johnson City Couple Arrested After Being Found Living With Infant Baby In Van

Johnson City Police arrest two individuals after finding them and an infant and three cats living in a van filled with trash and animal waste. 42 year old Melissa Hicks and 44 year old Martin Tilley, an eight month old child, and three cats were found living in the van parked in a lot on North Roan Street. The van was filled with trash,rotten food and animal feces. The child was taken to a local hospital for treatment of a rash and animal scratches. The child is now in the custody of Children Services.
