Wife of late Kingsport state rep begins online petition to keep drunk driver in prison
The wife of a former Tennessee lawmaker killed by a drunk driver in Kingsport has started an online petition to keep the man in prison. James Hamm, Jr. is currently serving a 14-year sentence for killing Mike Locke on Fort Henry Drive in 2014 and has a parole hearing scheduled for next month. Debbie Locke says Hamm has not served 30 percent of his sentence and has never admitted or apologized for her husband’s death. Hamm was denied parole in a previous hearing in 2017.
