UPDATE: Driver involved in wreck that snarled Interstate 26 traffic charged with DUI

Hours of public service manpower and plenty of disgruntled drivers were on display thanks to a drunk tractor-trailer driver on Interstate 26 Monday.

Joel William Finch, 63, of Saint Albans, West Virginia, is charged with DUI using a commercial vehicle following a 12-mile police pursuit from Johnson City into Kingsport.

Officers got a report of a reckless 18-wheeler and attempted a traffic stop but Finch failed to pull over. He flipped the rig over into the median a mile from the Rock Springs exit. The gridlock created from the crash delayed drivers for several hours.
