Child Found Partially Clothed In Street…Legal Guardian Arrested in Johnson City

A five year old child found partially clothed in a Johnson City roadway is safe, and the legal guardian of the child has now been arrested on child neglect and endangerment charges. The arrest stems from an investigation regarding a small child that was found recently in the area of W Walnut Street and Carter Sells Road. Through the investigation, authorities determined that Kimberly Cline of West Walnut Street Johnson City was the legal guardian of the child. Cline was located and arrested and was scheduled for an arraignment on Tuesday.
