City leaders in Kingsport approve a 240 million dollar operating budget for next year, without a tax increase. The spending document includes no property tax hike, phase three of the city’s pay plan, funds to renovate the Dobyns Bennett dome and three point eight million dollars for street resurfacing efforts. Kingsport’s General Fund stands at 95 million dollars with a rainy day fund expected to reach 23 and a half million dollars.
