TBI reports officer-involved shooting in Bluff City

A state investigation is underway after an armed Bluff City, Tennessee man was killed after Sullivan County officers were called.

A preliminary report from the TBI said William Kevin Guinn, 54, had a gun when deputies arrived just after 9 p.m. Wednesday for a welfare check in the 400 block of Pine Hill Road. Guinn was pronounced dead at the scene.

The statement said investigators are now learning information on what led up to Guinn’s shooting by a county officer. Those findings will then be submitted to the District Attorney’s Office.
