Operation Millstone finds four sex offenders not abiding by law
Four residents were taken into custody for violating terms of their sex offender status, according to the Washington County, Tennessee, Sheriff’s Office.
Those arrests were made during a multi-agency effort nicknamed Operation Millstone–referring to a passage in Matthew surrounding little ones and placing a millstone around a violator’s neck to help him drown.
Over three days, deputies, along with US Marshals and the Johnson City PD, visited the doorsteps of 61 registered offenders and four of them were cited for failing to notify police. Viktor Allen, 24, Cedric Thomas Hall, 28, and Justin Zapka, 43, all of Johnson City, and 42-year-old Cedric Hall were all charged with Zapka scheduled for a court hearing on October 21st.
