TBI investigation nets 3 arrests for human trafficking
Three men were arrested over the weekend in Johnson City after an undercover operation, according to the TBI. The undercover operation was aimed at addressing human trafficking. For two days, decoys linked to prostitution and commercial sex, lead to individuals seeking sex with minors. As a result, Dwight Rooker of Johnson City, Joseph Payne of Gray, Tennessee and Joshua Johnson of Prairieville, LA are all charged with at least one count of Trafficking for a Commercial Sex Act. Two individuals were identified as potential victims of human trafficking by the TBI. The victims were offered services through a human trafficking victim service organization.
