State review says former Bays Mountain Park programmer diverted dollars from parking fees
Some missing dollars identified by Kingsport accountants triggered a review by the Comptroller’s Office.
That investigation resulted in the indictment of former Bays Mountain Park and Planetarium programmer Mark Kilgore.
The manager was fired in February of 2022 when review results showed Kilgore misappropriated more than $31,000 in parking fees by altering daily gate house totals on deposit sheets then concealed them in the city’s receipt system using the ID of other employees.
State Comptroller Jason Mumpower said in the report that Kingsport should have oversight of the person making deposits and having only one person with access to critical funds increases the risk for fraud, waste, or abuse.
